The Common Agricultural Policy (CAP) is a cornerstone of EU policy relating to rural areas. Initially, it aimed to provide a harmonised framework for maintaining adequate supplies, increasing productivity and ensuring that both consumers and producers received a fair deal in the market. These priorities have shifted to environmental and animal welfare concerns, as well as food safety and security aspects. As a consequence, the CAP has gradually moved from a production-based structure of subsidies to a market-oriented system, integrating standards for food, environment and biodiversity, as well as animal welfare. The European Union decided in June 2003 a new reform of its farm policy with a new step toward the decoupling of farm income support instruments. Available impact studies find that this reform will reduce production incentives, substantially for beef and to a lesser extent for arable crops. All these studies assume that the Agenda 2000 arable crop direct payments are already mostly decoupled while beef premiums are much more linked to production. The proposals for reforming the Common Agricultural Policy within the Mid Term Review of the European Commission fueled the discussion about the future of direct payments to farmers. The EU Commission recommends a decoupling of animal and area payments from the production by granting these direct payments as a payment claim per hectare of eligible farm land. The aim of this paper is twofold. Firstly, we investigate the regional distribution of support of EU’s Common Agricultural Policy (CAP). Also, we employ structural data of the regions to calculate average farm revenues and to show how support and revenues have developed over time. We analyse the stabilisation effect generated by these transfers. This is investigated for the market price support, the first pillar payments and one agri-environmental program. Secondly, several parameters affecting level of support, development of support and instability of support are analysed, such as natural conditions for farming and regional economic structure.
